Earth Holding (EH) specializes in planning, developing and executing mega projects worldwide, with special focus on the emerging markets like the Middle East, North Africa and Central Asia. Driven by high caliber and competent team and supported by strong business arms, two mega projects of EH have been selected for the prestigious “Project of the Year Award” by the Project Management Institute last year. About

Moataz Saed serves as Director of the Financial Management Division, which is responsible for TxDOT's banking accounting, forecasting, budgeting, payment for all goods and services, processing of all receipts and revenues, and scheduling and letting management of all mega projects. Moataz has more than 30 years of state governmental experience and has been involved with many key initiatives since he began with TxDOT in 2012. He has held previous positions as Manager of Financial Reporting and Director of Accounting within the Financial Management Division. In each of those roles, he has worked to collaborate with TxDOT districts, divisions and other state agencies to produce required audit financial statements and statutory reports as well as assisting with the implementation of the People Soft Financial Supply Chain Management ( ) system. Prior to coming to work at TxDOT, Moataz worked for the Comptroller of Public Accounts assisting in the production of the Comprehensive Annual Financial Report (CAFR) for GCC area, where he gained insight and experience working with various agencies across the state. Aside from governmental accounting, he has also gained business and management experience from owning his own CPA firm. Prior to his accounting experiences, he worked at Gulf area banks in the information technology division as a network administrator and systems programmer responsible for administration of Active Directory domains consisting of over 70,000 users and various enterprise e-mail, web and database servers. Moataz received a bachelor’s degree in trade finance and computer science from Alexandria University and master’s degree in accounting from the same University. He is a licensed Certified Public Accountant and a member of the American Institute of CPAs (AICPA).
